§ 2.01. General grant.

  • The City of Portsmouth shall have and it may exercise all the powers granted to cities by Article VII of the Constitution of Virginia, and Title 15.2 and other applicable titles of the Code of Virginia, as those laws may be amended from time to time. The powers thus granted are those that are explicitly granted and those that are reasonably inferred therefrom. The city shall also have the power to take other official actions not in conflict with the Constitution of Virginia or other laws of Virginia for the preservation of the safety, health, peace, good order, comfort, convenience, morals and welfare of its citizens.
